We are looking for a dynamic and strategic Manager who is passionate about governance, optimization, structured problem-solving, and bringing efficiency to global people operations. This role is crucial to our efforts to reshape how we deliver HR services and elevate the employee experience at every stage of the employee lifecycle.  

 

About The Role

Our new colleague will lead the development and oversight of global frameworks, standards, and governance models for HR master data, data privacy, and payroll compliance. This is a non-operational role focused on enabling consistency, compliance, and scalability across regions and systems through best-in-class guidance, collaboration, and oversight. Key Responsibilities will include:

 

1. Global Standards & Framework

  • Designing and maintaining global frameworks for HR master data management, payroll compliance, and data privacy. 

  • Establishing policies, standards, and guidelines to ensure consistency, quality, and compliance across the employee lifecycle.

  • Driving the definition and implementation of data governance policies, processes, guidelines, and compliance controls.

  • Aligning HR data with enterprise-wide Data & Analytics (D&A) and Data Quality (DQ) frameworks.

  • Providing structured inputs to the Pandora Data Glossary for the People Data Block, ensuring clarity and consistency across all platforms.

 

2. Governance & Accountability

  • Defining and implementing governance models that clarify roles, responsibilities, and data ownership across global and regional teams.
  • Setting standards for data access, segregation of duties, and system controls to support secure and compliant operations.
  • Establishing and chairing People data governance body encompassing all relevant data stakeholders across the company.
  • Ensuring financial controls are embedded in People and payroll processes, aligning with internal audit and compliance requirements. 

 

3. Compliance Oversight & Risk Mitigation

  • Monitoring regulatory compliance globally through defined KPIs, audit processes, and risk assessments. 

  • Collaborating with operational teams to track, escalate, and support the resolution of compliance issues.

  • Ensuring that main data management processes are effective, efficient, and in line with Pandora policies and procedures. This includes data curation, data integration, data processing, data analysis, data quality and data dissemination.

  • Supporting internal and external HR audits by maintaining audit-ready documentation, process transparency, and responsive issue resolution.

  • Partnering with finance and legal to ensure People processes support evolving CSRD reporting requirements and ESG-related disclosures. 

 

4. Strategic Alignment & Enablement

  • Partnering with D&T, Legal, Finance, and regional HR to align strategies, tools, and practices for data and payroll governance. 

  • Leading initiatives to scale data and payroll governance through automation, self-service, and continuous improvement. 

  • Providing insights and recommendations to leadership on trends, risks, and opportunities. 

  • Ensuring timely and accurate delivery of key people data metrics to support decision-making, performance tracking, and reporting. 

 

In order to succeed

You have strong analytical skills with the ability to translate data into actionable insights, and using them to inform decisions and measure process effectiveness. Your're an exceptional communicator, able to communicate complex concepts to a broad audience. You're a team player but aso enjoy working autonomously and taking ownership over your area of expertise. You're able to think strategically, identify opportunities for improvement, and drive meaningful change.

 

Additionally, we expect that you have and can demonstrate:

  • 7–10+ years of progressive experience in People operations, People systems, master data management or data governance and analytics. 

  • Bachelor’s or Master’s degree in Human Resources, Business Administration, Data Management, Information Systems, or a related field. 
  • Strong track record with HRIS systems (e.g., Workday, SAP SuccessFactors, Oracle HCM). 

  • Experience working in a global matrixed organization, with knowledge of regional compliance requirements (e.g., GDPR, CSRD, ISO standards). 

  • Demonstrated experience in data governance, auditing, and compliance, ideally within the HR space.

  • Deep understanding of data quality, data structures, and governance frameworks. 

  • Proven ability to lead cross-functional projects and engage stakeholders at various levels. 

  • Knowledge of payroll controls, audit requirements, and reporting obligations (including CSRD or ESG reporting). 

  • Familiarity with data privacy regulations and internal control frameworks.

  • Experience from global retail and/or HR operations is a plus.
